Vision for the future

To remain in compliance and continue to meet all accreditation requirements, standards and recommendations from:

1. Commission on Accreditation For Law Enforcement Agencies [CALEA]                  

2 .The American Correctional Association [ACA] 

3. National Commission On Correctional Health Care [NCCHC]     

To address the important issues:  

Jail Over Populated  
The key to eliminate the jail over population is to work with judges, district attorney’s office, the County solicitors office, other agencies and staff to implement new way of getting inmates processed and released out of jail. Alternatives prevention includes using ankle monitors, house arrest for first time offenders and non-violent criminals to alleviate the over crowding in the jail. Ending the federal consent decree which taunts the Fulton County jail, by keeping the inmates population under the minimum requirements  keeping the jail safe, clean and a secured working environment with adequate staffing.

The Jail Budget
The expenditure of funds entrusted to the sheriff's office will be documented in detail.  Amongst the many changes to be implemented, will be the cut of excess spending by discontinuing the abuse of overtime.                                  

Homeland Court Security  
As sheriff given the opportunity to improve Homeland Court Security by providing more deputies to the courts to increase the security and safety of the court house for the judges and their staff.  Management will be required to make routine checks in the courtrooms, especially when high-profile court cases are in session.                                                                                                                                        

Community
As sheriff by developing relationships in the community to promote awareness with workshops, open-door policies, and neighborhood watch programs and involve businesses leaders in the community. I will facilitate interaction with youth programs to educate our parents and teachers about crime-prevention measures, such as the G.R.E.A.T. Program and the Explorers. 

As Sheriff placing more patrol cars on the roads to be more visible and effective in protecting the community while executing more warrants and serving more restraining orders. I will work hand-in-hand with other agencies enforcing traffic laws to safe guard against speeders and drunk drivers to ensure a safer neighborhood.

As reported in the Atlanta Journal Constitution [Thursday March 13, 2008 City Life] , I feel I am the most versatile of all the candidates.  You will be supporting a candidate with the most experience and knowledge in every aspect of the sheriff's office.  This diversity is essential for the next sheriff to have in order to perform the duties of the elected position which is appointed by the people of Fulton County.

My vision for the Sheriff’s Office is to bring all the deputies out of the jail and staff the jail with only detention officers like other counties in Georgia. This procedure will be done over a two to three-year period. All detention officers will be properly trained and jail-certified. 

Security specialists will be given an opportunity to become detention officers. By doing this can provide more adequate staffing to other areas of the Sheriff’s Office such as Homeland Court Building Security, Court Division, Transfer Division, Warrants/ Service Division, Training Division, etc.  These areas of the Sheriff’s Office are short of staff and in desperate need of more personnel in order to provide the highest quality of service and security needed for the community.   

By assigning deputies to work in other areas of the Sheriff’s Office, this will boost morale, increase productivity, effectiveness, time-management, implement new ideals and growth potential as well as accountability.  It will also give the deputies, detention officers and staff, a clearer outlook and a solid career path with a vision for the future in the Fulton County Sheriff’s Office.   All deputies and detention officers will be given vests, radios and duty-gear to perform their duties, along with allotments.  

As Sheriff, by offering a competitive salary and benefits package. which is cost-of-living raises, shift-differential pay and a better retirement plan equivalent to that of other major cities to attract qualified applicants to the Sheriff’s Office.  I am in support of petitioning for the merit system.

Promotions will be considered on a fair and consistent basis by a panel-board that will include management and civilian staf. Each f qualifying applicant must pass a written exam, job performance evaluation, training, education, disciplinary and seniority. 

We all know that as the economy grows weaker, the crime rate gets stronger.  In Atlanta Fulton County, the crime rate has dramatically increased at an alarming rate with car-jackings, assaults, robberies [smash and grab], drugs, sex offenders, identity theft, and gang activity.    

As Sheriff, by proposing new programs that are essential to the Sheriff’s Office, it will alleviate Atlanta Police Department’s work load. These programs would include patrol units handling 911 emergency calls, traffic units to enforce the state local traffic laws, a narcotics task force unit, an investigative/detective unit; a homicide unit, an internet/computer crimes unit, an identity theft unit and a sex crimes unit.     

These programs will be funded by grant-writing, federal aid, traffic stop [speeding tickets] and seizure of drugs, this will be recycled into the Sheriff’s Office to purchase new equipment and technology.  In return, this will save the citizens and the county a lot of money. Also, with these new programs in place, the Sheriff’s Office would be better equipped to work with other police agencies in the future, lowering the crime rate in Fulton County while preserving the quality of life and making our neighborhoods a safer working-class community.

The Role of the Sheriff

The Sheriff is charged with the responsibility as warden of the county jails.  His duty is to enforce all county laws, provide courthouse security, maintain and serve civil dockets, legal papers, fifas execute warrants, and maintain the sex-offender registry.  As your Sheriff, I will enforce local and state laws in a fair and impartial manner to prevent and deter crime.  I will apprehend and detain criminals who are accused or convicted of a crime to ensure the safety of the community.      

The Fulton County Sheriff’s Office has been an embarrassment to the community and plagued with the incompetence of leadership that has tarnished the integrity of the Sheriff’s Office for years. The citizens of Fulton County deserve a better sheriff that has the experience in every capacity for the Sheriff’s Office to get the job done.  The citizens of Fulton need quick solutions to the on-going problems that has stagnated this office, the citizens of Fulton county do not need another sheriff who will be paid on-the-job training to for the next two years before they understand how to do the job they were elected to do.        

As Sheriff, I will operate a very complex, professional law-enforcement agency that will be dedicated to the needs of the community.  I assure you the men and women of this office will provide the highest possible professional services with the highest level of integrity to all the citizens of Fulton County and the surrounding areas.
